Project: Turkish German Cooperation for Integrated Climate and Biodiversity Action –Interface Project

Türkiye is committed to reducing its Greenhouse Gas (GHG) emissions and protecting its biodiversity and ecosystems. The objective of the project is to assist the Turkish government in effectively achieving this target in line with the country’s national and international relevant legal and strategic frameworks, such as the National Climate Change Action Plan (NCCAP), Nationally Determined Contributions (NDC), draft Climate Law, National Biodiversity Strategy and Action Plan (NBSAP). The project adopts an integrated approach by providing technical support to relevant ministries as well as other stakeholders at the local and regional levels. Further, it aims at fostering coordination and knowledge exchange between government actors in Türkiye and Germany and Projects of the German International Climate Initiative (IKI) in Türkiye and strengthen the visibility. The Project provides a policy dialogue platform for German and Turkish government actors in the field of Climate and Biodiversity Protection.

 

A. Main Activities

  1. Monitoring and reporting on NDCs
  • Support the preparation and design of an online monitoring and evaluation (M&E) tool to track the progress on the implementation of the new NCCAP, informing the development of updated Nationally Determined Contributions (NDC) and their ambition levels including gender.
  • Developing the capacity of the DoCC to monitor and report on the implementation of the NCCAP; integration into M&E Tool to track Türkiye’s NDCs.
  • Identification of best practices from suitable other countries regarding their NDC update processes, scenario-calculations and their gender sensitive practices for Türkiye, and targeted technical assistance for the updates of NDC and LTS.
  • managing the contracting process for external consultants, including the formulation of terms of reference as well as the selection, supervision and evaluation of the consultants while ensuring compliance with GIZ rules and procedures

2. Establishment of Türkiye’s GHG Emission Model

  • Conduct gap analysis and identification of requirements in Türkiye
  • Selecting appropriate architecture of work processes, regulations, and infrastructure o
  • Analysing and comparing worldwide models for emission projections
  • Establishment of an online data management system
  • Accompany capacity development activities in scenario creation/modeling for Long Term Strategies, climate finance, etc. to enhance stakeholders’ skills in assessing the impacts of climate change policies and measures.
  • Creation of courses and user manuals, in a gender-responsive way, for the MoEUCC staff for long-term capacity development on the M&E tools; establishing readjustment loops to continuously improve M&E reports to UNFCCC and better fulfil reporting requirements on the implementation of NDCs.

3. Project Management

  • establishing an M&E system with baseline data, milestones and indicators
  • monitoring overall project progress and the activities of components, reviewing reports and documents on progress, identifying bottlenecks and recommending alternative management options in close consultation with the partner institutions
  • preparation of the annual and interim project reports
  • preparation of grant agreements and/or local subsidies
  • administering contracts with consultancy firms and service providers

4. Other duties/additional tasks

  • performs other duties and tasks at the request of the AV

 

B. Required qualifications, competencies and experience

Education/Qualifications

University degree (preferably MSc) in the field of Climate Change, Digital Data Management / Computer Science, Environmental Engineering or a related field.

Professional experience

  • At least 5 years of professional experience in the field of climate change and digital data management
  • Experienced in collaboration with governmental and private actors including IT service providers
  • Experienced in digitalization / IT projects
  • Project Management
  • Writing project proposals and reports

Other knowledge, additional competencies

  • High level of digital literacy
  • Fluency in written and oral English and Turkish language is a must.
