Shafak was officially established in 2013, while it is founded during the early months of the Syrian Crisis in 2011. 1. The subject of the tender:
Shafak intends to contract with Third-Party Monitoring company in Idleb and Aleppo Governorates, Northwest Syria to comprehensively monitor the implementation of the STARTS project and verify the quality of services provided. This will involve a multi-pronged approach to evaluate the project’s progress. First, the TPM will assess the achievement of project targets and compliance with policies, quality standards, and treatment protocols. Additionally, the TPM will identify best practices, challenges, and lessons learned in order to inform programmatic adjustments for future similar initiatives as per Annex-A (Terms of Reference “ToR (.

To be qualified for the bid, each bidder must apply as following:
By emailing the bid to the following e-mail: you shall email your proposal to the email sealedbid1@shafak.org and you shall send two separate emails, one for your technical proposal and the other one for your financial proposal, and you shall name the email with the type of proposal (“Technical proposal” or “Financial proposal”).
In the email subject field, state the following:
a. 24-525-1673 “Third-Party Monitoring third company to in Idleb and Aleppo Governorates, to monitor the implementation of the STARTS project and verify the quality of services provided”.
b. Name of Company
c. Type of the proposal (“Technical proposal” or “Financial proposal”)
d. Number of emails that are sent, e.g., 1 of 3, 2 of 3, 3 of 3.
You must send the tender files to the email mentioned above after filling in the required info, signing, and stamping them.
You shall not use an external link to submit your proposal, such as an online drive; all tender documents shall be attached to your emails.
-Only the proposals submitted through the above mentioned secure email will be accepted.
-The submitted documents, especially the technical proposal and the financial proposal, must be stamped and signed by the bidder and for each page, while the CVs and reports are in PDF format.
-Submitting any unclear or inconspicuous documents may lead to do not consider these documents or exclude them from any evaluation.
-Any bids that contain any miscalculations, the unit price will be considered, any other significant calculation error for example but not limited; submitting the proposal in currency other than the USD, or there is ambiguity will the procurement committee may decide to disqualify the bid from the tender.
